The illicit drug market, and its associated problems, is a complex and multifaceted phenomenon which changes over time. Therefore, the optimal approach to gain understanding and insights combines the most up-to-date monitoring data and information with the latest operational intelligence on trends in organised crime.

This panel discussion on "Illicit drug markets: strategic analysis for a safer Europe" highlights some of the key messages to emerge from the EU Drug Markets Report to be published by the EMCDDA and Europol at the end of 2019. This report has been designed to provide policymakers and practitioners with an overview of the EU illicit drug market, its multiple drivers and wide-ranging ramifications, as well as the relevant policies at European level and national responses. It explores the market for cannabis, heroin, cocaine, amphetamines, MDMA and new psychoactive substances. Understanding these hidden markets, and the actors involved, is essential to making sound policy decisions with lasting impact.
