1. International Guidelines on Human Rights and Drug Policy: From standard setting to assessing compliance

Abstract

The International Guidelines on Human Rights and Drug Policy were launched in 2019, and have been presented at the Lisbon Addictions conference. This presentation looks to the challeng eof moving from setting normative standards, to understanding if and how States are living up to them.

The presentation takes the tool developed by the Pompidou Group (presentation 2) as a starting point and discussing if this can be expanded to the Guidelines and outside of Europe. Given the diversity of regional and national contexts, a proposal for tailored assessments depending on users’ needs and priority human rights issues will be presented.

This presentation is directly linked to the previous two in this structured session, and will further invite a critical discussion of the practical and technical challenges in mapping, tracking and measuring human rights progress in drug policy.
