5. The U.S. Cannabis Policy Scale: Moving Beyond Dichotomous Measures to Evaluate Impacts of Liberalization Policies on Cannabis and Other Substance Use Outcomes

Abstract

In this panel, we will present original research developing a new cannabis policy scale that captures variations in cannabis regulations in the United States across medicalization and legalization, to more comprehensively represent the cannabis policy environment, following similar methods used by this team to develop the U.S. Alcohol Policy Scale. The session will begin by describing the new Cannabis Policy Scale and how it was constructed. We will then present findings characterize changes over time in it as well as the U.S. alcohol policy scale. We will conclude with two papers original research showing the impact of these scales on cannabis use, alcohol use, and opioid related harm, demonstrating differential results associated with these policy scales and singular measures of cannabis policy reform.
