Bridging science and policy: navigating the strengths and complexities of evidence-based drug policy at multiple levels

This workshop aims to unravel the complex relationship between drug policy and scientific evidence, emphasizing its imperative role in shaping and informing drug policy (interventions) at local, national, European, and global  levels. The workshop will delve into the commitment of drug policies, at all these levels, to embrace evidence-based approaches in the area of demand and supply. The workshop will reflect on how such a  commitment to science based policy might encounter challenges during implementation, given the complexity and multi-faceted nature of drug policy and the problems such policy are intended to address. As such, this workshop will also focus on the tension between scientific evidence and the myriad factors influencing policy decisions. While scientific evidence provides a rational basis for policy and decision-making, the session will explore the broader policy-making landscape, recognising the role of scientific evidence amidst factors such as values, morality, ideology, resource availability, bureaucratic culture, and external pressures.

Drawing on insights from various Member States, including Ireland, Belgium and Spain, the workshop will provide a comprehensive exploration of the essential role of (scientific) evidence in shaping and informing drug policy.  

Through the presentation of  several real-world examples from Member States, participants will gain insight into 1) analytical frameworks 2) successes and challenges associated with developing and implementing evidence-based drug policies 3) collaborative strategies between researchers, policymakers, practitioners and communities 4) strategic planning enhancing the ability to shape evidence-based drug policies effectively 5) complexities surrounding evidence-based approaches. Through active participation, we invite attendees to consider how they might share the learning from this workshop to enhance policy making and implementation within their own setting, including how they might overcome challenges within their respective contexts. As such, by the end of the workshop, attendees will be equipped with actionable knowledge to enhance evidence-based drug policy implementation in their own settings.
