An evaluation of “harm reduction” outreach service evaluative research in Macau

Abstract

Since 2008, ARTM has been entrusted by the Macau Social Welfare Bureau to provide harm reduction services and referral for individuals willing to undergo recovery treatment. With this mission, the ARTM Outreach Department has developed a series of harm reduction activities and care projects related to this cause. The goals are to raise of harm reduction activities and care projects related to this cause. The goals were to raise awreness among users, sex workers, and the entire commnuity about harm reduction services, drug use/abuse, enhance their education and concern in this area, as well to improve public acceptance of users and provide a safe environment in Macau due to the normal attitude of abandoning used syringes and needles on the publlic areas, and at that time to reduce the number of HIV/AIDS new infections among the people that inject drugs and the common practice of sharing needles.
The research attempted first, to provide an oveview of Harm Reduction outreach service in Maca; second to understand service users motives to use the service especially the NSP and MNSP, third, to listen users' voice related to outreach services and forth, to suggest ways of improvements of the service and the impact of the NSP in the society in terms of HIV/AIDS after 15 years of implementation. 
Methods: Rationale and purpose of using mixed methods ( mainly qualitative method supplement with a set of questionnaires) 
Results: The ultimate aim will be to raise awareness of the importance of maintaining existing HR strategies, mainly the NSP that it has been responsible for zero new infections since 2016, reduce the number of sharing needles, risk behaviors and as well the innovation of the services facing the aged of those that inject drugs and the adaptation of harm reduction services to the new stimulant' users.
Conclusions: Despite there's a huge increase of stimulants consumption in the southeast asia, injecting heroin and dormicom it still a high prevalence in the region and the success of the NSP program in Macau should be a sample for the region. NSPs well implemented, attach to several kind of services, like health, treatment centers, psychiatric, food, social, housing, etc are most more effective than the solely NSPs.
