International researcher in the area of drug and crime policy. His areas of specialization include cannabis policy and regulation, opioid control, and regulations relating to New Psychoactive Substances. I have worked with national, state, and local governments in cannabis regulation and drug policy. Currently Pardo works as a Research Officer at the UN Office on Drugs and Crime in Vienna, Austria. Prior to that, Pardo served nearly five years as a researcher at the RAND Corporation, one year of which as the Associate Director of RAND's Drug Policy Research Center, where he focused on illegal drug markets. Before completing his PhD in Public Policy at the University of Maryland, he served five years as an official at the Inter-American Drug Abuse Control Commission (CICAD) within the Organization of American States (OAS). His research and academic work have been published in the International Journal of Drug Policy, Addiction Journal, Lancet Psychology, Criminology and Public Policy, and reports for the London School of Economics, U.N. Office of Drug Control, the Pan-American Health Organization, and the National Academy of Sciences.
