About

Is currently working for the Institute of Addiction Research and as International Coordinator of the EU Central Asia Drug Action Programme (CADAP) at the University of Applied Sciences in Frankfurt on Main, Germany. Had been working for a long period as Head of Unit of Federal Drug Commissioner of the German Government at the Ministry of Health, Germany.

A sociologist and advisor for treatment of drug dependency, Dr. Michels has served as Head of the Drugs and Prison projects department of the German AIDS-Hilfe in Berlin, as Drug Commissioner of the Federal State of Bremen, Germany, and as Head of the Office of the Federal Drug Commissioner, Federal Ministry of Health in Berlin, Germany.

He was involved in the German Cannabis as Medicine Law which came into force in March 2017.

From 2006 – 2008 he cooperated with the Shanghai Mental Health Centre in research and trainings for Treatment of Drug use disorders.

In 2007 he worked as a Consultant for the German International Development Organization GTZ (Gesellschaft für Technische Zusammenarbeit – Association for Technical Cooperation) on “HIV prevention among injecting drug users through harm reduction capacity building and advocacy” in Vietnam, Ukraine and Pakistan. 

From 2010 to 2013 he worked as project leader of the 5th phase of the Central Asia Drug Action Programe (CADAP) of the European Union in Bishkek, Kyrgyz Republic, conducted by the GIZ (Deutsche Gesellschaft für Iternnationale Zusammenarbeit) and from 2014-2020 for CADAP VI with the Frankfurt University of Applied Sciences as Scientific Coordinator.

He cooperated with the health branch of the United Nations Office on Drugs and Crime Prevention (UNODC).

Dr. Michels has published widely in international journals on substance use and treatment of drug use disorders and HIV/AIDS prevention and treatment of injecting drug users.
