Marie Claire Van Hout, PhD, LLM, MPH is Professor of International Public Health Policy and Practice at Liverpool John Moores University, United Kingdom. She is dual qualified in Public Health and in Human Rights Law. She works mainly in Africa and the Middle East, and regularly consults for the United Nations Office on Drugs and Crime and the Council of Europe Pompidou Group as evaluation and substantive expert on their HIV, drug treatment and prison health programmes.
