2. Social work with drug users in a probation system of Kyrgyzstan

In Kyrgyzstan, the Law 'On Probation' was adopted on February 24, 2017 and entered into force on January 1, 2019. Also, in 2019, a Probation Department was established under the Ministry of Justice of Kyrgyzstan. The probation system of Kyrgyzstan is at the stage of formation in terms of social support for drug users. In this regard, it is necessary to determine the place and role of social work with drug users in the probation system. It is equally important to identify the needs and problems of social workers when working with probation clients.

Problems such as a shortage of social workers, staff turnover, low wages, a large number of probation clients per social worker, and the performance of other tasks not related to the official duties of a social worker were noted.

The state should pay due attention to the development of social work with drug users in the probation system, improving the image of social workers and creating appropriate working conditions. Also, Kyrgyzstan needs to make significant changes to the current anti-drug policy. Drug users should be sent to the probation system to receive medical and social services instead of incarceration. It is necessary to conduct large-scale scientific research to develop social work with drug users, as well as to determine the prospects of the probation system in the prevention and treatment of drug addiction.
