SIPAFS Platform - A contribution to the Digital Transformation of the Plano Operacional deRepostas Integradas

The Plano Operacional de Repostas Integradas (PORI) is a structural measure by SICAD to promote and co-financed interventions (Prevention, Dissuasion, Harm Reduction, Treatment and Social Reintegration) at national level to combat addictive behaviours and dependencies, through a territorial approach. The interventions are implemented by non- governmental local entities which promote action on the addictive behaviours and dependencies field. Digitalization is an unavoidable reality in today's world. In the current era Portugal's evolution towards a more digital country is imperative. For this purpose, the Action Plan for the Digital Transition was created in 2020. In the health sector, SICAD developed a digital platform – SIPAFS (Integrated System of Health Financial Support Programs) whose objective is to contribute to the modernization and improvement of efficient in health systems. The platform aims to improve the quality and management PORI's procedures. The study intends to evaluate the implementation of the platform.

This study was carried out according to a case study plan based on a mixed methods approach (quantitative or qualitative), which involved the platform users - 76 non-governmental organizations that promotes PORI’s interventions and five Regional Health Administrations; a questionnaire that has a national scope and combines quantitative analysis indicators with an analytical and reflective component of the platform use.

The results of this project allowed to deepen knowledge of the problems and vantages of platform use towards the transition to a digital procedures of PORI monitorization and evaluation.

Digital transformation is essentially a transformation of culture and mentality in organizations and society. SIPAFS is a digital and adequate approach to a technological adaptation to pre-existing data management processes and to improve data management and communication with organizations that promote PORI´s interventions, as well as contributing to the efficiency of the procedures and quality of monitoring and evaluation of the program. Some enhancements must be implemented to improve it functioning and accessibility.
